Can we prioritize reworking/adjusting champions who have been unviable for dozens of patches?

There are so many champions that have been bottom of the barrel, surpassed in basically every way for too long now. (not terrible atm but almost entirely inferior to other draintanks/AA champions and will be hurt a lot by upcoming devourer nerfs).

Yes. A lot of these champions have toxic aspects of their kits which makes them either horribly broken and impossible to lane against, or complete garbage depending on their numbers. They need to have these aspects toned down or reworked. Leaving them to rot as champions who will always perform worse than other champions no matter how skilled the player is, that's just not right. It's clear Riot doesn't want to have these champions become overbearing, so they're never going to let them become powerful. If this is the case, they are best off being changed so that they might one day be considered viable champions.

I realize a couple of these champions are being evaluated in the PBE right now but it doesn't diminish the fact that Riot is being far too slow with these champions in general.
