So what exactly was the reason that shield supports all got gutted?

They didnt get gutted. They're just average now instead of hands down better than everything else
Ardent was op for a long time, so instead of fixing it right away they let everyone hate it so much that they over nerfed the enchanter role to just get it out of the game. Then instaburst damage sky rocketed so they can only usually their shield/heal once in a fight instead of twice, but with their being so much damage that a shield doesn't always mean much. Plus summon aery seems like it was designed for them to help them poke in lane and give a bit of an extra boost to shields, but poke champions abused the poke rune so they had to nerf it (who didn't see that coming?)
They went from being borderline useless for many years, to briefly ridiculous, to an okay middle ground now.
Because the Irelia rework didn't do its job of, "we want quicker games so we need something to destroy shields". Thus nerfing shields.
