He's going to have his masteries damage nerfed by 4-4.5%, his lethality masteries nerfed, he is going to have his youmuu and black cleaver's damage nerfed. And unlike Talon he hasn't received any buffs.

Dont rope talon into this Talon's buffs were completely meaningless. 3 more hp from his Q scaling up to 21 more hp at 18 and a .02 increase in mana regen + some mana growth.
