Why is uncompetitive behavior tolerated in ranked?

What is the reasoning behind allowing this behavior in ranked, and not punishing players for queuing with no intention of playing competitively?

This problem has been getting consistently worse since season 1, and now it's at an all time high. When I queue for ranked, I expect everyone on both teams to be doing everything they can to win the game. Instead, I'm consistently getting players who are just fucking around.

See my last game; our fourth pick said it only played top and mid. We went out of our way to form around it, so it got mid. It asked if Nautilus mid was okay; the entire team said 'No, we need damage and wave clear.' He responded 'idc i feel like naut,' and locked it in. He proceeded to be completely useless all game, completely due to his pick, and was the sole reason for our loss. Checking his stats, he plays a lot of other champions that would have been more suitable.

tl;dr

  1. It forced us to go out of our way, so it got the role it wanted.
  2. Having gotten the role it wanted, it picked a champion with no team synergy.
  3. After asking if it could pick something with more synergy, it just responded 'I don't feel like it.'

This is three instances of uncompetitive behavior from one person in one game, before the game even started, and made the game extremely likely to be a loss.

Why is this considered acceptable in what was intended to be the competitive game mode?

Bonus screenshot of another Diamond player.

Said it absolutely wouldn't play bottom lane, kept getting ganked and didn't buy a single ward, went AFK.

  1. Again, it made us form our team around it, so it got one of the roles it wanted.
  2. It kept getting ganked and refused to ward. After the second time, I told it to get a ward.
  3. They went back to lane, once again, without a ward. Got ganked almost immediately and went AFK.
