Can we make talisman of ascension worth buying?

There are multiple levels that makes Frost queen's claim better
Active - a pair of 40% slows for 6 seconds on a 90 second cooldown. This is stronger than a 40% speed boost for 3 seconds on a 60 second cooldown. It could be as simple as increasing the speed boost for a total of 5-6 seconds as a sort of Anti-Spooky-Ghost mirroring thing.
Passive - Additional Damage to Champions & Towers - This is not often talked about, but since the bulk of mages have an issue knocking down towers in the first place. The added damage is also a nearly-invisible powerspike. The Talisman 10 health per minion NOT killed is simply not useful in any role other than a support... Any laner wouldn't have any use for this whatsoever, even if every other stat was worthwhile.
How can it be updated? If you take a cue from ye olde Heart of Stone as well as the new Jaurim's Fist, perhaps the final form of Talisman can actually slowly increase your maximum health. You can keep it tied to death of minions, but I'd encourage that it is instead tied to destruction of nearby Siege Minions and towers, similar to the mastery. This, plus the faux-ghost active, may actually encourage tankier champions to pursue this item.
Stats - AP, CDR, & Mana regen. Since Talisman gives the exact same CDR & Mana regen, the only difference is actually AP instead of Talisman's HP/5. Note that this is on top of the already-existing passive that restores life. It's not bad - just excessive. If you replace the other passive, these are not bad things.
Build path - 800g for Fiendish Codex, 850 for Frostfang. These are both good things for Mages - Fiendish Codex, if bought first, a player can then choose to choose between FQC, Morellonomicon and Athene's holy Grail... all of which are fantastic items. Frostfang has a sole build path (other than the sightstone build), but is still a decent item - AP, Mana regen and an increase in both the gold and passive damage portions, so a player won't loathe the purchase of it first.
On the other hand, the Talisman is 850 for Nomad's Medallion and 550 for Forbidden idol. Forbidden idol is a poor first full item save for a handful of champions, and significantly even more terrible on competitively played champions, who would prefer anything over . Nomad's Medallion is just ancient coin 2.0. It needs to have some more UMPH to get it into the limelight. If you go the Heart of gold Route, the nomad's Medallion could start accruing health early (instead of building out of ANOTHER Ruby crystal). Other options could include adjusting the gold generation, increasing the regen on kills/assists, or providing a mini version of Dangerous game, removing the mana regen completely
