Why is Kassadin's ult limited to 2 stacks in URF?

Like, is the damage even at all comparable to the shit that other champs output from actual distances beyond melee range? I was getting insta-bursted by just Varus Q and Cho silence connecting at the same time with over 2k hp.

Because he can stack it infinitely and have ridiculous damage otherwise...?

It doesn't stack infinitely. It stops at 4 stacks, dealing a max of 360(+60% AP)(+6% mana) magic damage.

Three stacks would be fine. Capping it at two feels really weak.

It's probably because Kass during the first URF mode had some crazy damage stacking of 10. Then he got reworked and never updated that for URF mode.
