Tier 3 runes can be bought at any level now?

FortisDominus··1 votes·869 views

I have not played in months so i made a new acc to get used to playing league again through some bot games and i noticed that tier 3 runes are unlocked at lvl 1. I know for a fact tier 3 runes were unlocked at level 20, (atleast it used to be that way) so did it change? Can i now buy tier 3 runes before level 20?
