This seems pretty stupid. I can see why 
gives you attack speed (because it's an on-hit item) but why does it give the most attack speed in the game if it's an item that's for mages or AP fighters?
Talinis3 votesBecause AP don't have stack options. AD have stack options for almost anything but AP usually have only one item that does the trick. Such as how AD can stack lifesteal or can stack AD/MR items while AP have one.

The few AP champions need something for their own attack speed: Teemo, Diana, Azir, Kayle, arguably Ekko, and can be efficient with it. With all the other attack speed items being crit or AD, something not quite beneficial, these champions will have to go off path.
(Imagine Teemo Satan having Rapid Fire Cannon, Statik Shiv and Trinity Force... makes no sense. His poison will do no damage {yes} and his shrooms {Please, yes} would be weak but auto'ed by him is less effective than being autoed by a Ashe).
Unless Nashor's Tooth cost WAY more than it does for an AD item, nearly every auto attack AD champion would get it. Imagine every auto attack based marksmen, Yasuo, Trundle and more having this in their build always. I would rather not.
