Riot Twisted Treeline really needs to have some updates to some items and the jungle

There are many issues with TT being behind in certain item upgrades either being extremely unreliable(Devourer needing 30 stacks when camps have 1min respawn timers) or that there are some extremely unreliable champion skills that need updates(Sion, Nasus, Thresh, Bard infinite stacking).

There need to be some updates to small things like this that can make TT a lot more fun and up to date with the game.

The Gangplank change was great here, we just need other stuff to be updated as well like Devourer giving 2 or 3 stacks per camp instead of 1 with the long respawn timers on camps along with only 3 per side.
