Why doesn't the splash damage from Jinx rockets work on towers?

I thought that when you attack someone with her rockets, the splash damage is supposed to damage all nearby enemies. If this is the case, why don't the rockets also damage towers (or structures in general)? This is assuming you're attacking something near a tower/structure obviously.

Because shrapnel doesn't do enough damage to structures to be significant. Only direct hits do. Those towers are built very well.

I'm guessing thematic thing. Sure, shrapnel shreds through and cuts living things. What would some shrapnel do against a massive tower?
