He's supposed to be super hyper right? Why not?

EDIT: I don't mean make him travel quicker or make him get twice as much MS from bonus movement speed, I mean making his legs move quicker, but having him travel the same speed.

He won't be going faster, it's just the animation for him moving will appear faster. It's like how Yi's Dance scales with movement speed.
