Mobility creep has rendered him completely useless, and his damage output is atrocious; full build AD carries can just sit in his ult and life steal through it.
There's no reason for this. His kit is 6 years out of date and needs to be brought up to par with the current state of the game.

His kit needs to be redesigned, now that everyone and their dog has some form of CC and high mobility.
You can take most AP carries to top lane and they're just as much of a bully to melee champions as Kennen is.
