First step: Remove the damage reduction he gives his teamate when he press R on them so he can only help them after he lands

Second step: Increase his Base attack damage and growth so he doesnt auto lose the laning phase against every tanks or bruisers and he can now finally use Sheen items which riot wanted him to use when they released him but his base stats are too garbage to make use of them.

You can also buff Winds of war initial spell Base damage from 50 / 80 / 110 / 140 / 170 (+80% of ability power) magic damage to 60 / 90 / 120 / 150 / 180 (+80% of ability power) because il be honest with you a 50 base damage long CD main ability also is a big part of galio solo Q struggle.
