With the price drops, you get these items crazy early and get to take full advantage of the passives several minutes earlier in to the game.
I presume the changes could actually be a net neutral on a few champions even though the item itself got nerfed.
Rylai is broken on Brand is most likely the reason it is getting nerfed.
having a 5s slow from when you were last hit by Brand is stupid broken.
They've been a core on brand for I don't know how long. I don't think there's ever a reason not to get both of them on him. it amplifies his damage so much it's crazy.

Grats. It feels like garbage on Mordekaiser. I'm getting outrun by people who are slowed by me, without them slowing me in return, while I've built DMP and Swiftness boots :(.
