Is there any reason to why Viktor was nerfed?

To be honest I've never had serious problems with Viktor, he is powerful? Yes. But he is immobile. I am curious because I never had any serious problems just jumping on those Viktors, and his W has a delay.

Cause Riot is messed in the head. His winrate is only 48 percent and only few people play Viktor.

Riot is hilariously messed up to nerf a champion who is not played at all much.
