One day a tower dodged me, and when I tried to last hit a minion, the minion dodged me. Mind you this happened in Season 2, after the base dodge chance removal from all units.
Granted, I was playing Jax, so my dodge chance must have been so good they inspired the enemy units to have passive dodge as well.
