why does teemo's e not apply rylais?

why does it that when he deals magic dmg to his target with his auto attack while passive e is on and rylai's effect did not apply? i mean if brand's passive applies rylais so should all the poisons such as cassiopea and teemo's apply the effect.

I believe it is an auto attack empowerment, so you would have to take frozen mallet for the slow.

but the poison is still a debuff dealing magic dmg per second.

Rylai's is on spell cast. You don't cast your E.

If it worked like that then Wit's End and Nashor's would both proc Rylai's. They don't.

On-hit effects are not considered "spell damage", so Rylai's and Luden's are not applied. Teemo's E is considered an on-hit; both the on-attack damage and the DoT portion.

Look up the difference between on-hit effects and on-spell effects.

if you wanna slow them with your auto's I'd suggest the frozen malletitem 3022 though the 4 second frost queen claim makes it pretty hard to run away. but if your really want the hard engage damage I'd say item 3146 he heals 33% of the damage his shooms do so you never have to worry of dying from beig poked down in lane because you heal more then a vladimir xD

I'm glad you asked! Teemo's E is an on-hit effect, rather than an ability.

To clear up what was said above, Teemo's E is neither an empowered auto-attack nor an on-attack effect. It is solely an on-hit effect.
