He just AA it procs on aa than the burn damage over time procs it again.

Because Riot thought it would be a good idea to let it proc off of DOT spells and even auto attacks in the first place.

All damage over time effects can do this, I believe. Better that than to give dot Mages even less Keystone synergy.

perhaps it was intentional because they didnt include a burn keystone because they wanted to avoid the feel of counterplayless damage, giving you time to heal or sheild or regen before the 2nd tic but not making it a fast tick
