Why Does Ekko's Passive Have a Cooldown?
Out of all the hit triggered passives, only Ekko's and Braum's have cool timers, and Braum's passive stuns which makes the wait time more justifiable. Let's be real here, Ekko relies heavily on playing around his passive. When compared side by side with the other similar ones, it doesn't deal anymore damage and even has a cool down tied to it while the others do not.
Ekko: 30 - 140 (+80% AP) magic damage (50 - 80% movement speed).
Braum: 26 - 196 magic damage (1.25 - 1.75s stun). Diana: 20 - 250 (+80% AP) magic damage. Gnar: 10 - 50 magic damage (+100% AP)(+6 - 14% of target's max health). Jax: 100 - 220 magic damage (+70% AP). Vayne 50 - 100 true damage (+4 - 12% of target's max health). Vi: +4 - 10% of target's max health physical damage (+1% per 35 AD) (+30 - 50% attack speed).
Logic would dictate that the rest of his kit is the reason right? No, not really. None of Ekko's abilities have high base damage, nor do they have even semi-decent scaling (30% scaling on Q / 60% back -- 40% scaling on E). Ekko's ultimate is powerful, but is it really any stronger than Ahri's 3 damage dealing dashes on a near identical cool down? That's not even mentioning how Ahri is ranged, has Ekko's movement speed passive built into her Q, along with true damage.
Seriously, I'm not saying Ekko is weak by any means.. he seems to have a fairly balanced win rate in Mid lane, but things do not add up here. Why is Ekko forced to rely on a cool down from his passive that other champions do not have? He's already given the short end of the stick in many other areas...
