That was the patch where 
Seastone Trident was changed to deal the missing health damage on-hit with the active part instead of dealing it over time with the passive part.
If Sated Devourer existed at time, Fizz would probably be the most obnoxious champion in the game. He would be like Master Yi, but much tankier, and with the ability to dash through walls. Fizz would be literally permabanned and would probably have to be hotfixed.

Remember that Kassadin actually remained OP for a few patches, even after his rework. He just wasn't a god that could carry games alone anymore, but he was still very strong. This is so true that he had to be nerfed more times.
It is sad to think of this and then remember that the current Kassadin is so... underwhelming. He is just a shadow of his former self.

Well, that basically applies to any champion, though...
There isn't any champion that ensures that you will win or lose. Even the old Kassadin wasn't a guaranteed victory. If you used him and you were good with him, however, you would probably have a lot more chance to win when compared to every other champion, which is why he was nerfed.
The fact that you can still win games with him doesn't show how OP he was. It doesn't mean anything. Even the champion with the lowest win rate (according to lolking.net, that is Azir) can still win games, especially if you are good with him.

AD Fizz is still viable. However, he is now a lot more balanced. I actually like the fact that he was nerfed now because now people stopping playing him and now I can enjoy the fact that people understimate him.

That's why Fizz would be stupidly overpowered at this time with Sated Devourer. The missing health damage wasn't over time, it was on-hit. So with Sated Devourer he could apply it twice on every two attacks.

No, because there are two things that Fizz have and Shyvana doesn't, that would make Sated AD Fizz much worse:
His Playful/Trickster. It allows Fizz to outplay, to escape easily, to dash through walls, and to dodge skills that are otherwise undodgeable such as Karthus' ult and Syndra's ult. Shyvana can't do that. She has to burn her ult to dash through walls and she can't become untargetable.
Hard CC. Well, Shyvana has a knockback with her ult, but its hitbox is wonky. Fizz, on other hand, is guaranteed to knockup anyone with this ult. It also doesn't require Fizz to jump at his enemies.
I will not argue whether Shyvana is currently OP or not, but 5.2 Fizz would certainly be much more powerful than current Shyvana.
