No bonus ratio, no flat increases per level, only refreshing upon proc'ing on an enemy...?
Nunu can't even proc his buff with Guardian anymore to gain the Keystone shield... Call of the Freljord is literally one of the most useless passives in the game and doesn't even synergize with the rest of his kit.
Maybe I'm missing something, but what's the deal with this? Is this just a big massive design error by Riot's champion development team?

That's still very bad. They should change the AD into an on-hit AP Ratio if he needs extra damage to help clear camps. Giving a champion who only has AP scalings 30% bonus AD for 3 attacks is the most silly design I've ever seen. The fact that it's AD means he also has absolutely no use for the Attack Speed portion of it as well. Not to mention, he already cannot efficiently make use of the movement speed since he can't auto attack during W and R.
The entire passive is forced and makes zero sense in his kit. It's like they wanted to fool people into thinking it's still Nunu, so they tried to keep his old W in the kit but botched and failed with the way they added it into his passive.

This answers your post perfectly. Its purely for clearing the jungle faster and for aiding in ganks. It isn't so he can duel his opponents in a 1v1. You have to auto-attack the jungle camps since you can't clear them with abilities only, so it helps him do that plus the Cleave is good for multiple enemy camps. The AS and MS is for ganks obviously, I don't see how you believe it is useless? You have to AA at least a couple times since his full kit is most likely not going to 1-shot someone.
Khristophoros1 votesIt effectively scales off his champion level because it scales off total AD and also gives him attack speed. This means it's just as good for tank builds as it is for AP builds.
It also gives movement speed which is universally useful.
