Let's start buffing ADCs by nerfing this insanely broken item
The champions it's meant to counter it doesn't even work on anymore because of conqueror (Jax, Yi, Trynda)
Instead it just demolishes ADC damage output and punishes them for doing well by being a % decrease

A nerf to can quickly f**** over toplane tanks.
Also they ALREADY nerfed , and I think it was around the time when they nerfed 
from giving 20% bonus health to 15%
