No. You don't each stack is adding around 100-200 AD depending on how built you are and what drakes you have. In a non drake game, 1-2 stacks is about 900 AD from 720 AD at 18. 1-2 Stacks in a Drake game is about 1310 AD. With Janna, it's 1550 in 2 stacks. And stacking 6 times isn't hard at all on a good player. tap 4 minions, and then go on in a champ. The shot alone will kill any adc, most supports, and Ginsoo's is also stacking on Jhin's Q, which means he can aoe an entire team for 2400 damage on Q.

Rageblade is, currently, wayyyyy over tuned. Like most changes, this dev team targetted On Hit champions who DID need a buff, and overtuned an item that has been problematic since Beta - with zero testing on other champions because they don't think outside of the Meta either.
