Add vote to dispand in champ select /ping check pls

Like really. Is it fair when a lagger enters champ select and constantly reconnects. I ask: name are you lagging? The person doesn't answer. Another player agrees that he/she shouldn't play when lagging. I was forced to avoid this game and got a 30 min penalty because I had to avoid a troll in a previous game as well earlier today.

Please do Something about careless players who doesn't give a crap if they make 4 other people lose a game. Laggers shouldn't be able to enter ranked games.
