Gold Item Fix

Just a couple of suggestions for how to fix gold items without stunting a support left in lane:

1. Recharge and Frequency of drops are increased 4x when an ally is nearby, reduce recharge by 72%. This drastically slows gold income for top lane, but 4x recharge will mean it normally charges at 112% while together, the extra 12% making up for times when the support is alone. This is also able to be fine tuned, probably by people who can get an average of how often a support is alone.

2. More charges or gold build up. You can't get gold without an ally near, but you can accumulate charges for when someone is. This can also be balanced to account for how often a support is alone.
