Riot, can we have a serious discussion about Ezreal please?

The numbers don't lie. Like Vayne, Ezreal has been underperforming all season. Besides for being able to proc on hit effects, NOTHING about Ezreal is good. Base hp is WAY too low, mana costs too high, cooldowns too long, and possibly the WORST clear times of any adc (his ult can't even 1 shot caster minions). And his damage is nothing to write home about either. Ezreal needs WAY too many different stats to be effective, and his damage suffers when he builds this way. But it's not like he has a choice. It he doesn't get tear and gauntlet he goes oom way too quickly and/or gets killed way too fast. And with gauntlet it's only a matter of time until it becomes obsolete (because we all know how useless armor is late game). I don't know what we should do, but Ezreal needs a few buffs of some sort. It could be in literally any of the categories mentioned above, but please give him something.
