New AP item - Who's gonna use it best?

I feel like this guy would love it. Low enough cooldowns that he can build it pretty quickly, and he's already got an assload of AoE. Being 40 more AP than Lich Bane and only 1% lower in its movespeed bonus (but a few hundred gold more), do you think it would replace it as a core/situational?

Again, AoE out the butt and he doesn't need to rush mana regen thanks to his passive. Once he upgrades Q, I'd wager he can build it really fast as well.

Maybe ? She never stops casting spells and it'd help out with her being a single-target monster. Not to mention her passive would ramp it up even harder.

Who's gonna use this item well enough that it'll be seen often? Feels like it'll be a viable choice on a lot of people. Anyone with good AoE will probably like it, anyone who's got low-CD spells and certainly anyone who's already mobile. I played around with it on PBE and so far, I like it.

Cassiopeia definitly can get the most of it, but most spammy poke mages aswell as assasins can make good use of it. Overall, the mid-ranged caster, which are a unpopular and slightly left behind species, profit the least from it...can't say i like it much.

Annie will get it and everyone will start complaining that She's too OP with it, But hey, at least they'll quit bitching that her stun is OP.

For those who don't know, here are the proposed stats of the new item: +120 Ability Power +7% Movement Speed UNIQUE Passive: Gain charges upon moving or casting. At 100 charges, the next spell hit expends all charges to deal 100 (+15% AP) bonus magic damage to up to 4 targets on hit.

Now, all the champions listed before my post will certainly benefit from this item (any mage would). But one that was missed, who I think will benefit the most is Vladimir. Don't forget, that Vladimir did not use DFG because the passive was not overly beneficial to his kit. Now though, you're giving Vladimir a 120AP item he can actually use. Vlad also will receive 7% mobility, a weakness he currently has that will be improved upon. Also the item has a rather decent AOE spell, on top of his AOE heavy kit, mixed with massive spell vamp for extra free heals. To top it off, his cooldowns late game are very low, and he will constantly be at 100 stacks for the proc. Ladies and Gentlemen, kneel before Vlad!
