PBE Tahm Kench Changes 8/6/2018

Is there a reason that the only definitive buff in the Tahm Kench changes for next patch has been reverted? I already didn't like that support Tahm was getting so heavily nerfed before but now his compensation buff is being pulled while the nerfs stay? Please Riot, he is already struggling to remain relevant. If you are going to nerf him so hard, please at least give him the compensation back or something so that he doesn't just straight up get dumpstered. I don't understand why Tahm Kench is being treated like he is some high skill cap Azir and I'm really upset that there is no meaningful context or discussion around these drastic nerfs to my favorite champion. :(
