Why is Quin unavailable in Blood Moon mode?

Lets be real kennen should not be allowed in that mode. I know I don't like playing assassins but come on aoe hard cc doesn't belong in a mode meant for assassins.

Idk why is lee sinn in it but master yi an actual assassin not

I believe Riot said her map mobility would make her obscene/oppressive in Blood Moon. They also said she wouldn't fare well against those assassins, though I'd be willing to argue against that because I believe she does have multiple ways of dealing with them.
