Maybe they saw jg ez ruin them and are just emulating jg ez's build (which doesn't typically build tear). Or maybe they are jungling, you didn't specify.
... sometimes Tear is not the best item anyways. I hear plenty of complaints about Tear, like it doesn't give you any power in lane.
