The real reason Veigar is so "OP" right now:

People have apparently no fucking clue how to itemize properly and instead whine about the enemy-ap-scaling on the ult.

Sure, it is kinda crappy design, but there is a way around that as AP champ:

item 3020 item 3136 + item 3001

Veigar rarely builds ANY MR early on, most of them that I see go straight for the AP.

Literally any champion that can scale with these items can screw him in lane: Ahri Akali Diana Katarina ... and many more. I started playing when midlane mages were all the rage (Season 2) and what came after as the typical rock-paper-scissors like counter for them? Assassins - especially those that can profit from focussing on MPen instead of raw AP.

In his essence Veigar has pretty much the same weaknesses as he had back then - with the exeption that he can no longer insta-stun you and Q is no longer a sure-hit-spell. Get close to him and he's dead.

It's not like this is anything new...

I think you're failing to realize that it isn't his laning phase that is the hardest thing to deal with, it's the teamfights. A zoning, aoe stun, along with a high amount of damage for anyone that isn't building mr. If played correctly you won't be able to get close to a veigar, if im playing him against anyone that can jump on my face quickly i farm at the 975 range of my q.

Well, but his late power kind of stands and falls with his early Q-farm. Veigar always did lots of damage (even more scaling on the ult) and before he had an instant-cage, a more reliable Q, yet for some reason, "not op".

Because while you as a Veigar try your hardest to come back into lane the enemy assassin has roamed bot or top, got another kill and impacts the game way harder before one can even think of teamfights. That's when people complained about "Ahri being soooooo OP" and all that stuff.

Well, max range farming only gets you so far if the enemy suddenly decides to shove the lane into your tower that shoots faster than your Q cooldown can come back up.

Still, mid-to-late game veigar has between 25 and 40 cdr and stacking q's becomes easy

Mid to late teamfights start at mid and you maybe get a few cs per wave because you suddenly have to share your lane with 2-4 other people.

And if you are busy AFK-farming mid/late your team fights 4vs5 - not a good thing for you then.

The point is to not let him win like that. That I watched a Renekton single handedly carried my team to victory the other game. He literally won lane and just kept pushing. He took the inhib tower at 15 minutes in because he won so hard and put so much pressure out that the jungler could no longer deal with him even 2v1. He was so strong it took 4 people to take him down meaning free towers and objectives. We ended up getting 7 dragons and 2 barons that game as well as every single tower and inhib (the enemy team started to pick us off when we got cocky, but once we started to play more defensive because of our Heimer we won.

The poor Riven couldn't even 1v1 most of the people on our team she was so shut down. This is how you deal with Veigar. You crush him early and just keep crushing him. If you can get 3k gold on him and prevent his farming you can shove his lane down really hard then possibly roam if you have enough pressure out.

Indeed, apart from raw AP damage Veigar does not really have much to offer - and without farm/gold he lacks a lot of that.

So you just have to murder him again and again and again - that's how it was done back in season 2, and it worked.
