How about an actual Annie nerf?

We don't need to make her ult a delay at all, but like we said the main problem is her holding onto her stun, and how she's a complete lane bully.

So my suggestion is when she goes under the enemy turret why have Tibbers get focused? That's the most oppressive thing about her laning is that she won't get focused by turret, and she can just 100-0 you if Tibbers is under turret.

Basically, Annie needs to get focused under our turret. Not Tibbers, that would be a true nerf without ruining her gameplay.
