Kayle isn't a mage. Heimer is trash tier who could only function as a top lane bully, I think he could have that at the very least.

Cass, Ryze and Rumble(Kennen too but you didn't list him) are the only ones who were ever consistently broken top lane, and this is because a spectre rush didn't shut them down because of their sustained damage and kite potential.

Swain is debatable but an ult nerf was all it took to bring him down from the pedestal.

Lissandra is NOT a good toplaner in the slightest. She is way too match up dependant and in fact gets outscaled pretty hard. The only things she has going for her in top lane is oppressive waveclear, but that's something Liss has regardless of which lane she goes.

Eve and Elise are assassins, there is no need to debate this. The only reason they appear as bruisers or tanks is only because of poor design for Eve and just being overloaded in Elise's case.

This is just chicken or egg discussion but in honesty I doubt many assassins have been unable to lane because of mages. They simply just get outscaled. They still do but a lot of mages are not able to lane as it is right now.

Even when swain was good he was not bullying anything that could fight back normally. Irelia, riven, jax and such could easily fight him. Same can be said for ryze, lissandra, and rumble. Kayle is not a mage, cassiopeia has never been able to function well in top lane and heimerdinger has never been played enough that he actually makes you consider not to blind pick a champion. In regards to scaling they only outscale if their team comp is build around them. The cassiopeia without engage or fronline does not even outscale renekton.
