What does the end of split 2 mean?

Here's the issue though. Riot had said before that split 3 isn't coming due to whole issue with ranked lanes. So will it actually come out and that would just be something they took back because when it came to it, it actually wasn't that much of a deal to warrent actually cutting the whole third split, or are they gonna keep to it and there just a big section of nothing while we wait for the season to end?

We don't really know at the moment and it kinda feels uneasy not knowing even though ultimately it affects nothing. It's kinda like hearing that you might have to jump off a cliff for a movie scene or they'll get a stunt double to do it but the cliff is only actually like 3 feet down and isn't even remotely an issue.
