Essence Reaver's description doesn't make sense

Essense Reaver gives you 20% CDR when you buy it, but it says it gives you 10%. Given the item's description there's no reason I would believe the item would give me 20% CDR as soon as I bought it. It would make more sense to remove both passives and give it the description:

>UNIQUE: Gain up to +40% Cooldown Reduction equal to your Critical Strike Chance.

Nope. Gives 10% when you first buy it and no crit items. I know, I rush this every time on Quinn. Maybe you have crit runes? Those would give you an extra 10%.

But it only gives up to 30%

It only gives 10% at first. Did you have blue buff by any chance?
