Riot doesn't really refuses to listen to the community

The problem is that they only accept community suggestions when it comes to skins, or other suggestions that are cosmetic but don't affect the game itself in any way.

When it comes to balance suggestions, Riot tends to refuse what the community is suggesting. This is not always a bad thing, however, this is proved by the fact that they didn't even needed to nerf Lee Sin that much, all they had to do is to make changes so that tank junglers were more viable.

Still, Riot refuses to listen to the community, or at least answer each time that those issues are brought under discussion:

1. Increasing the number of bans from 3 to 5
2. Putting Sion's old ultimate on Aatrox's kit
3. Correcting Syndra's bugs
4. Keeping both Runeglaive and Magus on the game

And others.
