Who to use now that Evelynn is completely different?

Evelynn use to be my second-most used character and go-to jungler before her rework. A big part of what I loved was how vicious and brutal she felt in gameplay. Particularly how she could rapidly apply multiple on-hit effects after dashing in with a 100% speed boost from stealth.

With her rework, she lost the speed boost to engage with and lost the multiple on-hit effects as well as the brief AS boost on her E, meaning she no longer has synergies with item 3091 item 3115 item 3124.

In addition, she lost her hybrid ratios. When Warwick got a rework these were kept because, and I'm paraphrasing, "Warwick players would miss the build option." Akali got the same treatment as Warwick. But Evelynn lost every. single. one.

What was so important about her hybrid ratios was her niche as a hybrid jungler that could build based on what was needed for her team. If AP burst was needed, she could build straight AP and pen items. If clean up and picks were more important, she could emphasise movement speed and hybrid items like item 3146. And though it wasn't quite as effective, she could build with AD burst in mind focusing on her E with item 3078 item 3147 item 3814 item 3074. Or, again, my favorite build utilizing on-hit effects to obliterate squishies by tearing them limb from limb.

Shyvana has some weak hybrid ratios and the double on-hit effect, but lacks the build variety and burst of old Eve.

Nocturne has similar engage patterns and some hybrid ratios but plays strictly like a diver without any upfront burst and with no hybrid damage.

So who is supposed to fill this niche?

Warwick fills this niche because he's a diving, semi-tanky jungler who deals mixed damage - something Evelynn was actually never intended to be, but was forced to be after constant nerfs.

New Evelynn has just as many on-hit effects though. Her E applies on hit, just like her old E did. She also has the bonus of Q giving her bonus on hit damage to proc, as well as W adding a slow/charm for on-hit. So not getting where she's not got any on-hit effects, when she has so many more instances of it.

Because 1 is a lower number than 2. and 0% AS boost is smaller than 60%.

But her E also deals percent max HP damage, which her old kit never did, and it also grants her a 30% move speed boost - on top of doubling as a dash if she hasn't been in combat for a few seconds (again, something her old kit never had). I would recommend having a familiarity with her new kit if you're going to try to argue against it.

You're missing the point. Her old E applied two instances of on-hit effects (in addition to scaling with AD like every other on-hit ability) and had a brief window of huge attack speed to apply more.

Q procs, charm procs, and E doing % health damage scaling with AP don't scale or synergies with on-hit effects at all.

That's fair, I wasn't factoring that in, but Evelynn wasn't ever intended to be a sustained damage dealer - as is the type that cares about on-hit builds - she was intended to be an assassin, who deal in heavy burst. Heavy nerfs over her life time resulted in her losing all of her burst potential and shifting into a bizarre, sustained damage dealer who built like a bruiser. If you prefer sustained damage dealers, go with Warwick, as his playstyle is almost exactly how old Evelynn worked. But if you want the stealthy assassin, you're going to have to run Evelynn as a burst assassin.

TL:DR lichblade gives higher damage the void on targets who lack mr items

I understand where your coming from, she lost her ability to make effective use of AD items. they decided to get rid of her sustained damage in favor of a full burst style, rewarding successful charms while punishing missed q skill shots. item 3135 Is now one of her best 1st item just because of how well she makes use of penetration and how much cheaper it is over item 3089. She is no longer the stalker who clings on to her enemy until they die but rather she uses her full rotation and backs off with ms from her e to proc her passive and repeat.

level 6 evelynn 76 base ad

lichblade 80 ap 75% base ad + 50% ap 97 damage

void staff 70 ap 40% magic pen 1-(1-.4)*(1-.25) = 55% armor pen with 1 point in charm

hate spike bonus damage proc 10/20/30/40/50 (+25% Ability Power)

empowered whiplash 75 / 100 / 125 / 150 / 175 (+ 4% (+ 2.5% per 100 AP) of target's maximum health)

at level 6 i normally have 1 q, 1 w, 3 e, 1 r excluding rune values to control number of variables and in both cases we will pretend charm landed to get 25% magic pen

lichblade 10+20= 30 proc damage 125+(4%+2% max health) +97 damage 25% magic pen 30+125+97+6%max

void staff 10+17.5=27.5 125+(4%+1.75% max health) 55% magic pen 27.5+125+5.75%

magic resist calc 100/(100+mr)

using 2 level 6 dummies Malphite Health 929.7 Magic resist 37 = 0.7299 damage modifier

lichbane 6% max = 55.782 25%37= 27.5 = 0.7843 (30+125+97+55.78).78 = 240.0684

void 5.75% max = 53.457 55%*37= 16.5 = 0.8583 (30+125+53.46)*0.86 = 179.2756

Sivir Health 879.6 Magic resist 32 = 0.7575 damage modifier

lichbane 6% max = 52.776 25%32 = 24 = 0.8064 (30+125+97+52.78).81=246.8718

void 5.75% max = 50.577 55%32 = 14.4 = 0.8741 (30+125+50.58).87 = 178.8546

so yeah I was trying to prove that item 3135 is better than item 3100 first item but after doing the math lichblade wins, as long as the enemy has not built enough mr

edit I may add deathcap stats later
