WhattaWitch1 votesthats a serious problem and I see people threaten other people all the time with reporting them for not picking a champion that they like. There really should be something riot can do to prevent people from abusing the reporting system.

You didn't get a chat restriction for that instance but for prior toxicity or toxicity in that game. No ones ever been punished for picking a champion only for being toxic as Riot's stated countless times and false reports don't get you into trouble at all. The only reason you'll get chat restricted is if in the prior games or that one you were toxic in some form.
If you don't think you were toxic then ask Riot to take a look and if you're innocent your restrictions will be removed, if not they'll stay.
As far as the false reporters go a few things happen to them and not all pleasant either.
They get their reprot weight lowered and if they continue to do it their report weight becomes so low the system just automatically thows their reports out even if they had a valid report.
False spam reproters also end up getting chat restrictions and or bans up to an including perma bans depending on the severity.
Riot does manual sweeps of the reporting system and the worst offenders get the above punishments since the most toxic phrase in game is reported with threatening to report or report begging also being abusive.
Oh and lastly I agree with you on Bard, he's actually quite good if played right with the right ADC. I was in TB last week I think and my bot ran into a Cait/Bard combo bot that just wrecked our Morg/Lucian combo bot and the Bard was roaming all over destroying everyone with well placed tunnels and ults.
