Shyvana is way too powerful, She can successfully jungle without smite and keep up

So, I just played a match wherein the enemy jungler, Shyvana, did not have smite. Under normal circumstances as many jungle mains will know, this puts you at a huge disadvantage as you lose exp and gold that you can only get with a jungle item, which requires smite. I know I could have played this game better (both in farm, ganking performance, etc.), but the fact remains that the enemy jungler, without smite, not only farmed better (which is natural seeing as she is a farm jungler) but also was able to gank and counter gank at the same, perhaps even greater efficiency than one with. This needs IMMEDIATE attention from riot regarding either nerfs to shyvana or harsher punishments for not having smite as a jungler.
