Does that mean its harder to smite dragon and baron from such a short range? If so isn't that a big nerf to drag/baron steals and LC$BIGPLAYS?

No. They said you will barely notice the difference because monsters have much larger hit boxes than champions do. It was a nerf to ganking.

Remains to be seen. As I understand, right now smite casts from center (of your champion) to center (of the target). The new smite will cast from edge (edge of your champion's hitbox) to edge (edge of target's hitbox). Since the hitbox of monsters are so large, you won't notice the range decrease. Since the hitbox of champions is smaller, it will be noticeable.
