Yeah, that nerf is far from enough. Buying sheen apparently grants him the power to delete 1/3 of my health easily, while remaining pretty healthy with that free shield. Please decide. Is he a mage tank, dedicated toward protecting his allies and dealing some cc, or an AP "bruiser/juggernaut/tank-with-damage" who has a lot of zoning power thanks to his damage early, without building a single AP item?
Honestly, I don't have an issue with his kit, but his presence is awfully strong. Almost gives zero reason to play 
for example when shields > heals since they can't be compromised by grievous wounds and are often just as strong, and a more reliable all-in kit with better base stats.
