Anyone else feel like "balancing champions" is just a giant wheel of rotation of whos in power next?
Honestly it should not be taking weeks to conclude that something is obnoxiously over-powered or laughably under-powered.

Its not deciding whether it is or isn't. Its balancing around items, champion "dreams," other champs, and where to make the changes. You've probably never sat down and actually attempted to make a balanced champ or to balance one.
You ever heard of DOTA 2? they balance champions by not under powering them but by giving opponents more opportunities to outplay the heros and capitalize on their weak points.
League isn't DOTA, they don't balance the same way. Riot uses a Perfect Imbalance system.
I have heard of it and they have their own balancing issues as well. They aren't some golden team of balance that has a perfect game.
league is at a point they should balance items/masteries more than champions...
Eh more like a bomb and whatever the shrapnel from lcs hits becomes op.

u wot m8?
Champions are different which inherently leads to imbalance, the only way to achieve perfect balance is to give all players the exact equal tools and not even chess does this perfectly as one person will always go before another.
Because balance is imperfect there are always people that are going to be at the top even if it is just by the smallest fraction, and I feel it needs to be said more often how well League balances that with over 100 champions a difference of more than 5% off the midline is considered a gross outlier. When the top champion is taken down a peg there is always going to be someone under them that is the new top, when the lowest win rate champion is buffed there will then be a new lowest.
The key is (and it is something that Riot has been focusing on) to differentiate champions such that even if one is weaker in a general sense their specific strength can be brought to play in certain match ups making them better than the generalist option. But random groups of players online are unlikely to naturally build toward these varying strengths which makes generalist champions a better choice, so more often than not champions which have generic all-around strengths see more success.
