...they leave 's Q as a targeted spell instead of a skillshot.

This is because there are very few targeted CCs remaining on the game, we need them to deal with champions like Kalista, LeBlanc, Yasuo, Vayne, etc. They are mobile and extremely difficult to hit with skillshots, so a targeted CC is many times the only reliable way to deal with them.

I am not a Annie player myself but I like to ask my teammates to pick Annie when possible, if the enemy team has picked hypermobile champions.

That said, when going for targeted CCs, I usually like to pick . I hope that his ult remains untouched too. Or at least that they just change the damage but leave it as a ranged suppression. Nether Grasp is really good against bruisers like Darius and Mundo, and the aforementioned hypermobile champions.
