wrong approach but ok.

and the change of his passive is kndof weird. theyre not removing the attack speed bonus, just moving it to his w. i guess this is intended to shift his power more into lategame by tieing it to his w ranks.

Unless you're an ionian boot Azir you will reach your attack speed cap sooner in the game with the passive and W changes. Scaling CDR glyphs prevented Azir from getting his full 50% attack speed until he was level 18 unless he had blue buff. So it's a slight buff to his mid game.

It also gives him the opportunity to try builds not involving 40% CDR, though I can't see why that would be desirable since soldier placement is so important and you need lots of CDR to use your Q frequently. It's not like mana is an issue with azir outside of laning anyways.

The E change is outlandish and absurd though. I can't believe they would even consider nerfing him that hard.

I don't mind the passive move to his W (But it makes quite a few items less effective on him and can lead him to become a bruiser with ROA) but I agree the E change is bullshit. if they don't want knockup + shield then remove the shield as it isn't noticable, if the knockup is the problem atleast let him pass through enemies.

It was stated that he likely won't hit live as he is now on the PBE, and will likely go through several iterations (they're actually doing what the PBE is intended for, for once and testing absurd extremes according to Ricklessabandon).

Um, he's not though. They're removing his shield and knock up (which is pretty big) but actually buffing his kit with the W and Passive changes. To keep his DPS you need to upgrade W now (forces him away from poke or burst) but also don't need a 40% CDR build anymore (build path buff, you can use many more items that were kind of out of the picture before).
