Now that it's acknowledged that Tiamat junglers are unhealthy, what about Udyr and Warwick?

Shaco's boxes were made AoE specifically to fix this issue that Tiger Udyr and Warwick also suffer from.

Having to rush a Tiamat in order to efficiently clear the jungle puts you at a significant disadvantage to other jungles, who will complete their jungle item 1000+ gold ahead of you, while you're just getting the bare minimum required to clear chicken and krugs without getting dumpstered.

Can we get some AoE build into their kits?

I don’t know about you all. But I rarely ever feel the need to rush finish my jungle item. Talisman and machete seems to keep me trucking just fine.

Phoenix Udyr is terrible, but it doesn't matter at low elo. Tiger outperforms Phoenix in every single way.

You lose the ability to secure kills, because you don't have the double tap mechanic on Tiger.

In exchange, you get magic damage (irrelevant, by the time the enemy team has built resistances, you're already useless) and built-in wave clear (also irrelevant, Phoenix has to go tank and gets Bami wave clear regardless).

Odd. I have more success with Udyr playing AP Wave Clear with Phoenix than I do any other Udyr. Maybe I'm just quirky.

item 1401 exists therefor every champion in the game has AoE clear. If you think you are at such a disadvantage by rushing tiamat then rush bami's instead.

It does 11-29 dps against champions and triple vs monsters. Tiamat is 5-25 x attack speed dps depending on range from target. Cinderhulk does more damage to monsters early game and will do more to champions late game on most champions.
