you can't make items that are purely stat focused be restricted between 2 or more groups of champs that scale with the same stats.
imo the only way "[X class] only" items will work is in different utilities or actives that enable them to do their job while being wasteful gold for anyone else.
Yeah the problem is divers and juggernauts want the same items. It's just the kits that differ.
Good, juggernaut items are all cancer.
