Why is Riot reworking so many champions into tanks?

I remember when Gragas used to be fun to play, but then they completely gutted his AP ratios and made him a tank. I remember when you could build Sion AD or AP. So many amazing build options for him. But then they ruined him as well. And, most recently, we have the Poppy rework. Another champion who could be built many different ways (AP, AD, hybrid, etc). But it seems tank Poppy is the only thing that's viable after her rework. How many more champions are going to be ruined this season?

Shen also could be attack speed, tank, AD, AP, support, or jg. He could literally be anything but they took the AP scaling on his E, made his W a non-scale, and made his Q scale off AP less. Removing his old passive also made it so theirs no reason to build attack speed. I think this was a mistake, as the game is already too meta controlled. The rework was good, but not the scaling and all that stuff.
