Why is the entire jungle early game balanced around players leashing?

This is just an obligatory action that everyone can do if they choose to that takes zero skill or decision making, but adds an option to completely troll and screw over your jungler.

What value does this add to the game? What is gained by having it necessary to get leashed to finish your first clear? It adds nothing to the game but gives plenty of opportunity for your own team to make you jungler want to rage quit in the first 2 min of the game.

Because you don't understand how the metagame of League works.

Leashing is something that would be done regardless. Riot didn't decide to "make people leash"; Leashing is an idea that was figured out by players by themselves to give a bonus to the jungler. They did it and will do it anyways because it's a hugely beneficial technique.

Even if there was some hypothetical change to remove the "jungle early game balanced around players leashing", players would still leash, because it's an inherently beneficial stratagem, and early game junglers would just be made even stronger early.

I'd assume it's because if it wasn't, then people would leash anyway because it'd speed up the jungle clearing tremendously.

Also it'd indirectly buff non-laners taking jungle creeps, because said creeps would then be weaker and so it would cost less for Krugs to be taken by top or bottom.

Most champions dont need it and almost every champ dont need it with the right runes and knowing when to back. Its only there to gain an advantage, plus if they made it that junglers dont need leash, EVERY champion will be able to jungle, which shouldnt be allowed. You cant ADC with every champion, so you shouldnt be able to do that with jungle.
