With Vladimir getting reworked, will we see the expansion of spellvamp?
I've heard repeatedly over my time playing that Vladimir is the main reason why spellvamp is so weak/scarce. The rework means this problem can be addressed.

We won't see the expansion of spellvamp. If Vlad buys more than one spellvamp item, he ends up being unable to do anything but split-push. Its practically the same case with Spirit Visage vs abyssal.
His damage just ends up too low.
You have to think about what a new spellvamp item would look like. WotA is obviously going to be the damage oriented one, giving 80 AP and CDR. What would Vlad ever want more than that? Buying more would be a heavy detriment to his damage, and wouldn't increase healing drastically, since he gets more max HP and healing from building damage anyway.
Despite what Riot wants you to believe, Vlad is not the one holding spellvamp back.
Otherwise they'd nerf his heal ratio or base in order to buff spellvamp if they really wanted it to be an interesting choice. Vlad would end up the equal to before the spellvamp buff, and every other champ could now make viable use of it.
The truth is that they don't like AP champions having sustain in lane based on the damage they deal (RIP Ahri passive). They think it makes mid-lane too farm oriented, and that it provides them too much healing in fights (lol ADC lifesteal). Morgana used to be a huge case for this.
In addition, it made AP champions dominate top lane, as it gives them the sustain they need to function there, especially manaless AP.
Most AP champions don't have kits that throw spells fast enough at range to really warrant buying spell vamp items in the first place.

Spellvamp values used to be a lot higher and used to double-up with WotA auras, which included extra CDR/AP.
Most AP champions that are manaless can spam skills often enough to make good use of it.
However, I can only think of 3 manaless AP champions...

Gunblade is over-nerfed tho. Akali drastically needs both AP and AD for her passive, which is why she still buys it.
Spell vamp is a terrible stat currently. I think if they reworked it some how it could be viable on manaless champions once more. Like katarina use to buy it kennen use to buy it and the only champions i see buying it still is vlad akali. 2 champions out of what 115? kind of lame if you ask me.
