Isn't the new black cleaver essentially a stronger item for duelers/ADCs?

The fact that you can get stacking armor penetration basically increases your damage against tanks (Tanks kappa. Hmmmm jungler tanks wot) and anyone with armor for that matter. You get more HP and more CDR so essentially all ADC's can benefit easily because with each auto they can stack armor pen, and duelers like Riven, Yasuo, Zed etc. Its free cdr for them and HP. Just imagine Zed passive, Riven autos, Yasuo Q's GG. Stacking armor pen while fighting, sounds more like CTRL+ALT+DELETE!? Not only that, you get extra movement speed while fighting so you can stick to your target even more and/or run away -_- and getting an assist you just can go faster like jinx. Yeah for ranged its halved, but how does it matter because the whole item in itself gives movement speed and stacking armor pen while fighting plus CDR and HP. OK then.....

Imagine a build with pure armor pen, You already have armor pen right? Add the new black cleaver and BOOM you have 30% more armor pen while fighting GGWP

This is just my opinion. I might be very wrong on what I am thinking, but feel free to comment :)
